Judges Insight or Brutal Weapon?
As the title says, JI or BW for a Standard -all purpose- Barrage Ranger? One does 20% Armor Pen for the same amount of energy and same amount of time (Just about) as BW, which adds literal dmg (up to 13+).
So which is better?
And no I don't wanna hear "whats ur situation?" because this is supposed to be ALL PURPOSE... meaning, carry it everywhere because I dont want to change my secondary every time I do a new mission. Yes I know FoW and other undead areas are better for JI, but I'm talking about basically everywhere else, such as factions missions, etc.
EDIT: Another thought. How would Splinter Weapon react to Barrage? Would the first arrow that hits cause the damage to trigger or would each arrow on that particular barrage trigger the damage... Cuz if so then thats a HUGE spike.
Any input?

Already explain about weapon spells. For a third time (getting tired for that but I dont care), all weapon spells which they're writed "The next attack" will trigger only on the arrow to your far left (must find that topic with my pic while I tested it). So you can't do a big spike with it.
Brutal weapons works if you havent any enchantments on you. So, if you got Breeze by a monk, BW will be useless during that time. The thing is, Brutal Weapon is not an enchantment so you can't be get stripped by foes.

Did you mean Splinter Shot? If so, then Splinter would not react to barrage because it is a separate shot skill. When you use splinter shot you are not using barrage. If Splinter Shot was an enchantment then your question would apply.

My vote is for brutal weapon. While I didn't test extensively, JI always appeared to do less damage, especially to "squishes" since the holy dmg doesn't give you any advantage. Also, no need to worry about enchant removal. Just be sure not to equip any other self-enchants and ask your monk to only use them on you when absolutely necessary.
Having half the casting time helps as well...

Judges Insight = Over 2x Damage to Undead
What more is there to discuss?
For FoW anyway, if your gonna moan about having to change secondary to do things in different places, then don't play a Ranger. Full stop.

Judge's Insight maybe an enchantment, but you can easily cover it (Protective Spirit, Reversal of Fortune, etc.)
You are depending on someone having Orders, which is not what was asked. Since this is an all occation scenario, which means which one is better regardless of enchantment removers or not.
I've stated this before, JI = 2x vs undead; more damage to those with higher armor (rangers and warriors).
Brutal Weapon works on next successful attack. JI works until enchantment is removed or it ends.
JI stays with preps too (apply poison + ignite arrow + JI + Melandru's Arrow = damage + health degen).

As Francis pointed out, Brutal Weapon lasts for the stated duration, just like JI. It is too bad that splinter weapon doesn't work that way as well. That would be the ultimate barrage combo.

I cant seem to find if we've coverd this yet but, 20/20 bowstring, does that make it 40% penetration when using judges? that would be pwng
